The country's entry to the twenty-first century has been marked by a questioning of their democratic model. The judicial corruption and illicit enrichment that followed three former presidents, Rafael Angel Calderon Fournier and Miguel Angel Rodriguez Echeverria, who were arrested in late 2004 during the government of Abel Pacheco de la Espriella, and are at the awaiting trial, and Jose Maria Figueres Olsen who was asked by a legislative body but refused to return home, taking advantage of the absence of deportation in European countries and so far unaccounted for in the same which was never reported or tried to communicate his "innocence" before the facts of corruption. The two-party system began to decline in 2002 when new political forces, especially the Citizen Action Party and the Libertarian Movement, began to have great prominence, while the traditional parties lost electoral weight (similar to what happened in most of Latin America recently ). For example, PLN, perhaps the most traditional of the major parties, has been losing electoral support would dramatically since 1998, remained eight years out of power, and although he won the 2006 national elections, it was with one of the margins closer in the history of Costa Rica (less than 1%) of the PAC, obtaining 25% of the total electoral roll (in an election with an abstention rate of 30%). On the other hand, the PUSC has also been on the debacle, his candidate for the national elections of 2006 was 5% of the vote, while in the municipal elections went from 48 to only 11 mayors. Some analysts believe that this situation was largely due to corruption scandals that have been involved former presidents and senior leaders of the two traditional parties, such as Box-Fischell Case and Case ICE-Alcatel. On the other hand, both the Citizen Action Party (PAC) and the Libertarian Movement (ML) have shown consistent growth, the ML went from having a deputy in 1998 and 1 percent of the vote in their presidential candidate, have 6 in 2002, and again 6 in 2006 with an intention to 8% in its presidential candidate. The PAC was for the national elections of 2002, just 2 years based on 16% of the vote, obtaining 14 seats, and for the second election in which he participated, the 2006, had 17 deputies and 24% of presidential votes (1% less than PLN). Thus, it is generally accepted that Costa Rica was, from 2002 to exist in a multi-party political arena and no longer bipartisan. In turn, there is widespread apathy and discontent because of the performance of many public institutions, all of which was evidenced by the strengthening of several traditional political parties are the Libertarian Movement Party, Party and Citizen Action Front Party Broad (right, center-left and left respectively). Between March and June 2009 elections were held primaries in both major parties, being elected to the economist, former minister and former deputy and candidate Otton Solis Fallas for the third time the Citizen Action Party candidates who won the economist and former deputy Epsy Barr and Campbell Scientific Hayes Roman Macaya, and the resulting National Liberation Party elected political scientist, former minister, former MP and former Vice President Laura Chinchilla Miranda over its rivals San José Mayor Johnny Araya Monge and former minister Fernando Berrocal Soto . In national elections on February 7, 2010 won the Laura Chinchilla ruling over his nearest rival Otton Solis. Other major candidates were the liberal businessman and former deputy Guth Otto Guevara of the Libertarian Movement (right), lawyer, former minister, former MP and former Vice President Luis Fishman Zonzinski Social Christian Unity Party (Christian Democrats), the then Deputy Oscar Lopez Arias of Accessibility Without Exclusion Party (left) and the rector of the Technological Institute of Costa Rica, Eugenio Trejos Benavides Party-Broad Front (left).
